Subsidy vs. Tax Credit: How Health Insurance Help Works in Michigan (2027)

People use "subsidy" and "tax credit" interchangeably because, on the marketplace, they're mostly the same thing. The main subsidy is a tax credit. But there are two separate kinds of help, and how you take the credit matters a lot in 2027.

1. The premium tax credit (lowers your monthly bill)

This is what most people mean by "subsidy." It's a federal tax credit for marketplace premiums, available for 2027 to households between 100% and 400% of the poverty level ($15,960 to $63,840 for one; $33,000 to $132,000 for four) who don't have affordable employer coverage, Medicare or Medicaid.

You can take it two ways:

  • In advance (APTC): paid straight to your insurer each month, so your bill is lower. Most people do this.
  • At tax time: pay full price all year and claim the whole credit on your return.

2. Cost-sharing reductions (lower your deductible)

If your income is up to 250% of the poverty level ($39,900 for one person), silver plans come with cost-sharing reductions that cut your deductible, copays and out-of-pocket max. They aren't tax credits, there's nothing to repay, and they're only available on silver plans.

Reconciling: the part that bites

If you take the credit in advance, you reconcile it on Form 8962 with your tax return using the Form 1095-A your marketplace sends you.

  • If your income came in lower than estimated, you get the difference back.
  • If it came in higher, you repay the extra. Starting with 2026 coverage, there's no longer a cap on repayment, and if your income ends up above 400%, you repay all of it.
  • New for 2027: if you received advance credits and didn't file to reconcile for one year, you can lose eligibility for advance credits.

How to avoid a surprise bill

  1. Estimate income carefully, especially if you're self-employed.
  2. Report income changes to HealthCare.gov during the year.
  3. If your income swings, consider taking less than the full advance credit.
  4. Watch the 400% line. Retirement and HSA contributions lower the income that counts.

State help in Michigan

A few states add their own premium help on top of the federal credit. Check HealthCare.gov to see whether any state program applies to you.

Frequently asked questions

Is a health insurance subsidy the same as a tax credit?

Mostly. The main marketplace subsidy is the premium tax credit, which can be paid to your insurer in advance or claimed at tax time. Cost-sharing reductions are a separate, non-tax subsidy on silver plans.

Do I have to pay back my premium tax credit?

If your actual income is higher than estimated, you repay the excess when you file. Starting with 2026 coverage there's no repayment cap.

What is the income limit for subsidies in 2027?

400% of the poverty level: $63,840 for one person, $86,560 for two, and $132,000 for a family of four.
